A. That under 30/over 30 quote has been attributed to Churchill a bunch of times, but the Churchill Centre lists it as falsely attributed to him.

Supporting this is the fact that the quote also gets attributed to several other politicians of the day like Clemenceau and the age when you have no heart/no brain tends to fluctuate between quotes. I found this link to be pretty informative:

B. Even if Churchill did say that, wouldn't he have been talking about the British political parties of the early 20th century? Even though the terms liberal and conservative are still in use, the meanings have changed so much that he may as well be talking about Whigs.
Old people are slow, don't know how to use computers, wander from here to there, and smell. Oh, and they don't know how to vote ("This Chad ballot confuses me").
