hmmm, didn't the 911 commission mention something like, it was retaliation for influencing their countries (Saudi Arabia, Somalia) by basing troops and supporting oppressive puppet/vichy gov'ts/dictatorships?
If Russians had troops stationed in DC to protect their occupation gov't, could you blame a bunch of good 'ol boys for killing a few of them? maybe bomb moscow if they could?

in the case of Russian boats stationed, let's say, in the Potomac, I'm sure these normally arch enemies would hook up to take out as many floating armed missile carriers that they could shoot.
assuming that the Russians took out our military, which is how they managed to get their boats that deep into the good ol' USofA, i'd even be willing to bet that that flying Alaskan moose shooter might get in on some country-saving terrorist activity.
