Stephen Colbert Solves the Gay Marriage Issue

Clearly the problem with the marriage debate in this country is that it's not complicated enough. So why not take a cue from our convoluted and ineffective pollution fixes and institute a cap and trade policy on marriage? Two gay people can get married, but only when two straight people decide they don't want to. Or we could try Stephen Colbert's plan.
