If you want your movie to have a villain that the audience will instantly despise, just make them one of three things: a Nazi, a snooty restaurant maître d', or an employee of the government.

It's true; I don't know why. There's just something inherently unlikable about bureaucrats. Maybe it's all their bureaucracy.

I always thought Mayor McCheese was the worst mayor in the country. He's completely beholden to a corporation and has been letting the Hamburglar terrorize the streets of McDonaldland for years.

But has he even gotten so drunk that he broke a breathalizer machine? Nope. Has he ever flashed his tits to a crowded bar? Again, as far as I know, no.

So it would seem there are a handful of other mayors out there who blow the competition out of the water when it comes to sleaze, corruption and general bad decisions. There are ten of them to be exact, and they comprise Spike's list of the Top Ten Misbehaving Mayors.

Spike.com's tireless statisticians have somehow achieved the impossible.

They've somehow managed to take all the dumb moments from George Bush's eight years as president and distill them down the an ultimate decagon of his absolute dumbest moments.

God knows how many hours, days or weeks they spent hunched over in the Spike.com laboratories and staining their fingers with chalk as they scrawled equations on the Spike.com blackboard.

But their efforts have been successful and will certainly be heralded throughout all of Chistiandom for their illuminating findings.
